Senators' defense on their votes

The senators were given time to explain their votes on RH Bill. Each senator has their own reason on how they voted to the bill.

Sen. Edgardo Angara-Yes to RH bill because it is an affirmation of human rights. Provisions of RH Bill responds to challenges of the times. I acknowledge concerns of Catholic community. But RH Bill does not legalize abortion.

Sen. Joker Arroyo- This bill promises more than it can deliver, because sex is not the root of poverty, it is not the cause of underdevelopment.

Sen. Allan Cayetano-  If daughter who is a teenager now, gusto ko bang bigyan sya ng condom? Of course not. But as a parent, I can only do so much. We will fight not only to protect marriages. This is not an incentive to the married, this is also for the unmarried.

Sen. Pia Cayetano- This bill isn't for me, Miriam and Loren because we have the means. This bill is for every woman who don't have this privilege.

Sen. Miriam Defensor-Santiago- I vote yes. The Catholic church has steadfastly rejected RH Bill. No force more powerful than an idea whose time has come. Catholic church has made many mistakes because it is a human institution. God gave me a conscience, gave me a brain. He asked me to use it for the good of my fellowmen.

Sen. Jinggoy Estrada- Hindi ba dapat gabayan natin sila? We should not be propagating contraceptive mentality. Wag nating hayaan ang pagbaba ng moralidad sa bansa.
Sen. Chiz Escudero-Voting for or against RH Bill does not make a person good or evil.Pabor ako sa RH Bill dahil gusto kong bigyan ng pagkakataon ang mga kabataan na magpasya para sa kanilang mga sarili

Sen. Guingona- State should ensure people are given access. I want to defend the right of every woman to control her body.  This bill is about meaningful choices based on our dreams and aspirations.

Sen. Gringo Honasan- It is callous not to sympathize with issues of overpopulation and security of children. This proposed law is a band-aid solution. I vote against the RH Bill. 

Sen. Ping Lacson- This is the true essence of democracy. The majority prevail.


Sen. Loren Legarda- Our goal isn't just to lower infant mortality rate, but also to uplift their quality of life.The RH debate is not about a house divided, but about a country that wants to see the truth.

Sen. Bong Marcos- It became clear to me, we must do something for them. RH Bill is such an opportunity.

Sen. Koko Pimentel- This alternative expenditures can be used to reduce diseases suffered by people.Condoms are merely tools for people's erotic adventures. I vote no to responsible free sex.

Sen. Ralph Recto- RH Bill is not a rubber, not one size fits all. RH Bill is one small way in a number of measures for a nation to be prosperous and peaceful. I will vote yes today on the condition that some provisions will not be resurrected like zombies.

Sen. Bong Revilla- I cannot, in my conscience, vote in favor of the RH Bill. Life is a gift, not a curse. Lani and I lost a daughter due to complications caused by contraceptives.  I stand as the voice of the 
unborn. I will vote accdg to my conscience. I vote NO.

Sen. Tito Sotto- It seems the gov't is a lackey of intl orgs that would hinder the influence of developing [third-world] nations. Colleagues were made to believe the marketing strategy being used by groups abroad.

Sen. Manny Villar- I asked my conscience and decided to vote NO to RH Bill.
