Guess-Mossimo franchise holder files complaint vs Citibank N.A. over check

Victor Siasat, franchisee of Guess-Mossimo products, Philippine based Gold's Gymn and Gloria Jean's Coffees. filed a complaint against Citibank N.A before the Bangko Sentral ng Pilipinas.
Siasat issued a check worth 3-million pesos as partial payment for the condominium unit he purchased with Kingdom Hotel Investments. Unfortunately the check he issued bounce. Siasat said all his account with Citibank are enrolled with the bank's program Citi Check Protect. Enrolling in this program means that when one of the account is insufficient it will automatically be funded with the other account with sufficient balance. And Siasat is wondering why he had a bounce check causing him embarassment with his business transactions.
According to Siasat, apology is not enough but an immdiate action and legal sanction should be imposed to the bank and he wants BSO to act on this matter.
