The suspected smuggler, Lynard Allan Bigcas who claims to be a US citizen, faced the investigators and were asked about the list of government officials listed on his "black book". Among the people listed in the black book as Bigcas' clients for motorcycle parts were a certain "Governor Jalosjos," "Mayor Dimaporo," "Mayor Ali," and "Colonel Pimentel." The hearing that got even involved the Federal Bureau Investigation of the United States,was called motu propio to invesitgate how the suppose "hot cars" from the US entered the Philippine territory without being noticed by the Philippine government officials.



Bigcas, who attended the hearing claiming he jsut want to clean his name on this issue was asked about the list of guns prices on his black book which includes a certain Mayor Ali with firearms and ammunitions bought or ordered amounting to $14,900.


Bigcas admitted that he shipped and sold the motorcycle parts in pieces through a balikbayan boxes and has no intention of smuggling it. 


"I didn’t know that I had to [pay taxes]. If I did, I will pay of any taxes I had to pay," he said.
